agencies for all matters related to energy conservation and
maintain liaison with energy agencies in sister states;

(10)  Develop and conduct education and communications
programs for and disseminate informative materials to the general
public in energy conservation;

(11)  Consult with State and local government agencies
in the development and implementation of State energy policies
and programs; and

(12)  Provide for, encourage, and assist, where
practicable, public participation in the development and
dissemination of energy programs.

[11-103.] 7-103.

(a)  The Maryland Energy Office shall establish a program
for the storage of heating and other middle distillate oil for
State use.

(b)  (1) The Office, upon approval of the Board of Public
Works and as provided in the State budget, shall lease storage
space in oil tank farms.

(2) The Office shall consider the most economical and
efficient alternative available.

(c)  The Office may sublease excess storage capacity, not
set aside for State use.

(d)  State agencies shall meet their heating oil
requirements, to the fullest extent possible, through these
facilities.

Subtitle 2. State Standby Petroleum Fuel Set-Aside

[11-201.] 7-201.

(a)  In this subtitle the following words have the meanings
indicated.

(b)  "Agricultural production" means activities for the
commercial production of food, including farming, ranching,
dairying, and fishing, and related support services.

(c)  "Assignment" means a written authorization by the
Department ordering that a specified purchaser be supplied State
set-aside product by a specified supplier.

(d)  "Congregate care facilities" means public or private
buildings used to lodge and care for individuals whose places of
lodging are rendered uninhabitable due to an energy emergency.
