WILLIAM DONALD SCHAEFER, Governor Ch. 311

(1)  Contract with or accept grants from the
Department of Housing and Urban Development, the National
Conference of States on Building Codes and Standards, their
successor, or other similar organizations, with respect to the
enforcement of mobile home standards, and perform the
undertakings and conditions of the contract or grant;

(2)  Engage in factory inspection and quality control
monitoring of mobile home manufacturers within and without
Maryland with respect to units to be sold in Maryland or, if on a
reciprocal or cooperative basis, not intended for sale in
Maryland;

(3)  Train and accredit local enforcement agency
personnel with respect to mobile home construction and safety
standards and mobile home installation;

(4)  Inspect mobile homes in the possession of dealers
or otherwise distributed in Maryland, to verify that the federal
certification is proper for the intended zone and to ascertain
any damage in transit affecting compliance with construction or
safety standards or constituting a safety hazard;

(5)  Establish procedures for ascertaining, reporting
on, and correcting complaints and reports of defects from or to
dealers or users of mobile homes;

(6)  Conduct on-site inspection of the installation of
mobile homes, require a permit or other evidence of approval of
the on-site installation, and charge a fee to cover costs
although these functions may be performed by any local
enforcement agency that employs accredited inspectors; and

(7)  Require mobile home dealers and mobile home park
operators to permit entry and inspection of mobile homes and to
submit reports, for purposes of this subheading.

(b) The Department may adopt and amend rules and
regulations that relate to issues of mobile home construction or
safety for which a federal standard has not been established and
which are not reserved to city and county government under §
[11-504] 6-204(c)(3).

A person may not sell or offer for sale to a first user in
Maryland any mobile home that is manufactured after January 1,
1973 unless it bears the insignia of the Department or is
certified and labeled under the Mobile Home Construction and
Safety Standards Act.
