(2)  Provided by the Secretary of Health and Mental
Hygiene as set forth in Section 4-217 of the Health - General
Article; and

(3)  Provided by the Secretary of ECONOMIC AND
Employment [and Training] DEVELOPMENT as set forth in Section 7
of Article 95A.

Article 64A - Merit System

9S.                                                                                                               

(a) A contractual employee of the Maryland Industrial and
Commercial Redevelopment Fund of the Department of Economic and
[Community] EMPLOYMENT Development who had 6 months continuous
full time satisfactory service as of July 1, 1982 shall be
included in the State merit system without further examination or
qualification.

9T.

(a) A contractual employee of the [Office of Tourist
Development of the Division of Economic Development] DIVISION OF
TOURISM AND PROMOTION of the Department of Economic and
[Community] EMPLOYMENT Development who had 6 months continuous
full time satisfactory service as of July 1, 1982 shall be
included in the State merit system without further examination of
qualification.

(d-1) (2) In an examination for initial appointment and
employment with the Division of Correction of the Department of
Public Safety and Correctional Services, the Secretary of
Personnel shall give credit of 5 points to a resident of any
county in the State that has had an average unemployment rate, as
reported by the State Department of ECONOMIC AND Employment [and
Training] DEVELOPMENT, in excess of 2.5 times the unemployment
rate for the State as a whole for at least 6 months of the
9-month period preceding the examination for which the average
unemployment rate is available.

Article 78 - Public Service Commission Law

54B.

(a) After July 1, 1972, art electric company, as defined in
Article 78, § 2(f), in order to obtain the certificate of public
convenience and necessity as required by § 54A of this article
for construction to begin after July 1, 1974, shall file the
application for the certificate with the Public Service
Commission at least two years prior to commencement of
construction of an electric generating station and its associated
