(c)  The Department of Economic and [Community] EMPLOYMENT
Development shall provide a staff to the Commission as needed.

(k) Notice of benefits under this section shall be provided
by the employer and the Secretary of [the Department of] ECONOMIC
AND Employment [and Training] DEVELOPMENT as specified in Article
95A, § 7.

(d)  "Member" means any individual who:

(1)  Elects to receive benefits, and pays the premiums
established, under the plan; and

(2)  Is a resident of this State; and

(3)  (i) Is:

1.  Certified by the Secretary of ECONOMIC
AND Employment [and Training] DEVELOPMENT as unemployed within
the meaning of Section 20(1) of Article 95A; and

2.  Not eligible for hospital, medical or
surgical benefits under any group plan, other than the plan,
which is written on an expense incurred basis or which is with a
health maintenance organization; and

3.  Not entitled to benefits under Title
XVIII of the Social Security Act; or

(ii) Is a qualified beneficiary who would
otherwise be entitled, by reason of this article, to health
coverage under a group contract but for the:

1.  Nonexistence of a group contract; or

2.  Occurrence of the termination date.

615.

Notice of the benefits available under this subtitle and
eligibility requirements shall be:

(1) Published by the Commissioner at least once
annually in the Maryland Register and in a newspaper of general
circulation in each of the counties of the State and Baltimore
City;
