(2) Any party to the proceeding in the circuit court
aggrieved by the decision of the court may appeal from the
decision to the Court of Special Appeals.
(B) (1) PENDING AN APPEAL TO THE CIRCUIT COURT OF THE
COUNTY, THE BOARD OF ZONING APPEALS OF PRINCE GEORGE'S COUNTY MAY
NOT STAY THE EXECUTION OF A DECISION BY THE BOARD CONCERNING ANY
UNLAWFUL NONCONFORMING OCCUPANCY OR USE IN A RESIDENTIAL ZONE THE
BOARD OF ZONING APPEALS OF PRINCE GEORGE'S COUNTY SHALL TAKE ANY
ACTION NECESSARY TO. ENFORCE ANY FINAL DECISION OF THE BOARD.
(2) ANY REQUEST OR APPLICATION FOR A STAY FROM A
FINAL DECISION OF THE BOARD OF ZONING APPEALS OF PRINCE GEORGE'S
COUNTY SHALL BE FILED IN THE CIRCUIT COURT OF THE COUNTY.
(2) (3) UNLESS MODIFIED OR REVERSED BY THE CIRCUIT
COURT FOR THE COUNTY, A DECISION OF THE BOARD OF ZONING APPEALS
IN PRINCE GEORGE'S COUNTY CONCERNING ANY UNLAWFUL NONCONFORMING
OCCUPANCY OR USE IN A RESIDENTIAL ZONE IS BINDING ON THE PARTIES
AND CONTINUES IN FORCE AND EFFECT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
be construed retroactively and shall be applied to and
interpreted to affect all actions pending before the Board of
Zoning Appeals beginning on or after July 1, 1986.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect. July l, 1987.

for Harford County; and providing that this Act does not
affect the incumbent.
