WHEREAS, To make it clear that words such as "includes" or
"including" are used throughout the Annotated Code of Maryland by
way of illustration and expansion, and not by way of limitation
or restriction, unless the context requires otherwise, while
simultaneously permitting legislation to be drafted clearly and
concisely with a minimum of superfluous language, this Act is
enacted; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 1 - Rules of Interpretation

THE WORDS "INCLUDES" OR "INCLUDING" MEAN, UNLESS THE CONTEXT
REQUIRES OTHERWISE, INCLUDES OR INCLUDING BY WAY OF ILLUSTRATION
AND NOT BY WAY OF LIMITATION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
Annual Curative Bill
FOR the purpose of generally curing certain previous Acts of the
General Assembly enacted with possible title defects;
permitting certain producers of family wine to bring into
the State, transport or possess family-produced wine for
personal use or for entry in a licensed national family wine
exhibition; providing that a license or permit is not
required for the manufacture of family wine, beer, or cider
exclusively for home consumption, competition, or use in a
licensed national family wine exhibition and not for sale;
altering the annual salary of the full-time administrator
and full-time secretary to the Anne Arundel County board of
license commissioners; requiring, before the issuance of any
license in Washington County, the filing of a certification
showing compliance with zoning ordinances from a municipal
corporation if the property is located within the municipal
corporation; requiring all shipments of motor vehicle fuel
to include a required statement on the accompanying invoice
regarding responsibility for payment of the motor vehicle
