SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

AN ACT concerning
Annotated Code - Rules of Interpretation - "Includes"
FOR the purpose of defining for purposes of the Rules of
Interpretation of the Annotated Code the words "includes" or
"including".

Preamble
WHEREAS, In the normal routine of legislative drafting in
this State and elsewhere, the words "includes" and "including"
are used as words of illustration and expansion, and not by way
of limitation or restriction; and
WHEREAS, Knowledge of these rules allows superfluous phrases
such as "but not limited to" to be deleted from legislation, a
practice commonly followed by the Department of Legislative
Reference; and
WHEREAS, The Commission to Revise the Annotated Code
regularly expressly states that new revised articles are drafted
recognizing "includes" and "including" as words of illustration
and expansion and not limitation or restriction, while
emphasizing that the absence of this definition does not mean
that "includes" or "including" are used in any different sense or
that a different legislative intent is implied by the absence of
a phrase such as "but not limited to"; and
