Bill No. 57

AN ACT to authorize and empower Howard County, Md., to
borrow on its full faith and credit, and to issue and sell its
bonds therefor, at one time or from time to time within four
years from the date this Act becomes effective, an amount not
exceeding $1,050,000, the proceeds thereof to be used for the
planning and construction of Sleeves, Mains, Relocations and
Appurtenances (Project W-8117); as additions and improvements to
and extensions of the County's water/sewer system, and payment of
related costs; and to levy taxes upon the assessable property
within the County sufficient together with benefit assessments,
ad valorem taxes levied upon assessable property in the
Metropolitan District and other available funds, to provide for
payment of the principal and interest on any bonds so issued; as
the County Council of Howard County may by Ordinance provide; and
providing that any bonds so issued are specifically exempt from
the provisions of Article 31, Section 11 of the Annotated Code of
Maryland.

Effective Date February 3, 1986.

Bill No. 58

AN Ordinance enacted pursuant to Section 612 of the Howard
County Charter, approving a multi-year Lease and Purchase
Agreement by Howard County, Maryland, of improvements to the
Howard County Public Library's computerized
circulation/registration/information system; authorizing the
County Executive to execute and deliver such Lease on behalf of
the County, and to make such changes or modifications in the
Lease as he requires or deems appropriate in order to accomplish
the purpose of the transactions authorized by this Ordinance,
provided that the changes are within the scope of the
transactions authorized hereby; making certain findings,
generally relating to the approval, authorization., execution and
delivery of the Lease; and further declaring this Ordinance to be
an emergency bill.

Effective Date December 5, 1985.
