HOWARD COUNTY                                                 4695

Bill No. 24

AN ACT to authorize and empower Howard County, Maryland, to
borrow on its full faith and credit, and issue and sell its bonds
therefor, at one time or from time to time within four years from
the date this Act becomes effective, an amount not exceeding
$21,953,000 $17,744,000, the proceeds thereof to be used for the
following purposes specified in the County's Capital Budget for
fiscal year 1986: (a) design and construction of bridges on
Triadelphia Road, Sheppard Lane, Howard Chapel Road and Whiskey
Bottom Road; (b) design and construction of, a public safety
education center, improvements to the animal control facility,
the replacement of the Emery Street retaining wall, the Mayfield
and Cooksville highway operations storage buildings, the
Scaggsville highway maintenance storage building, an addition to
the George Howard Building, and improvements to the Alpha Ridge
waste management system, and study of implementation of handicap
provisions in County facilities; (c) design and construction of a
Park Avenue culvert, improvements and additions to Overlook Drive
and Hunt Avenue storm drains, and improvements to storm drains on
Rogers Avenue at Route 40 and Rogers Avenue at Frederick Road,
design and reconstruction of Washington Boulevard (Elkridge)
storm drain, and emergency reconstruction of various County storm
drains; (d) expansion of the Vo-Tech Center, additions to
Northfield Elementary School, expansion and modification of
Glenelg High School, and modernization of Waterloo Elementary
School; (e) construction of improvements to the Second District
Fire Station, and acquisition, design and construction of an
additional First District Fire Station and an additional Second
District Fire Station; (F) repaving of various county roads; (g)
design and construction of, and acquisition of rights-of-way for,
improvements to Whiskey Bottom Road, and design and
reconstruction of Cedar Lane; (h) design and construction of
sidewalks and curbs in Elkridge; (i) design and construction of
library sidewalk access; (j) design and construction of a
Technical Arts Building at Howard Community College; (k) planning
and development of a path system in Plum Tree Branch Park,
development of Worthington Park and a park maintenance facility,
design and construction of and acquisition of land for Schooley
Mill Park, design and construction of Alpha Ridge Landfill
buffer, development of and acquisition of land for
Allenford/North Farm Park, planning and development of Sewell's
Orchard Park, establishment of gardens and stabilization of ruins
at Patapsco Female Institute Garden Park, and (1) design of and
acquisition of rights of way for a section of Homewood Road to
meet Harpers Farm Road at Maryland Route 108, providing left turn
phases for signals at Oakland Mills Road and Snowden River
Parkway and at Vantage Point Road and Little Patuxent Parkway;
including, for each capital project, payment of all related
costs; and to levy taxes upon the assessable property within the
county to provide for the payment of the principal of and
interest on any Bonds so issued; as the County Council may by
ordinance provide; and providing that any Bonds so issued are
specifically exempt from the provisions of Article 31, Section 11
of the Annotated Code of Maryland.
