15 and enacting new Subtitle 1 "Health Code" of Title 12 in order
to establish an appointed Board of Health; to set forth the
qualifications, compensation, term, powers and duties of the
Board; to set forth the qualifications, appointment, removal,
compensation, power and duties of the Health Officer; to define
certain terms; to set forth procedures regarding mandatory
connection to the County water/sewer system; to set forth
procedures for permits for on-site sewage disposal and for animal
shelters; to require food establishments to be licensed; to set
forth the procedures governing licensing including
qualifications, fees, conditions, applications, duration,
suspension and removal; to prohibit open fires except under
certain circumstances; to require precautions to prevent
particulate matter from being airborne; and to clarify the law
regarding prevention of air pollution; to establish procedures
for the investigation and correction of nuisances; to provide for
enforcement of the Health Code; and to clarify the Health Laws of
Howard County.

Effective Date May 14, 1985.

Bill No. 7

AN ACT to add new Subtitle 1, "Compensation Review
Commission", to Title 5, "County Council", of the Howard County
Code, for the purpose of establishing a compensation review
commission, pursuant to Article 25A, Section 5(AA), of the
Annotated Code of Maryland and Section 202(d) of the Howard
County Charter.

Effective Date May 6, 1985.

$21,650,000 "Howard County, Maryland Consolidated Public
Improvement Bonds of 1985" pursuant to Council Bill No. 23,
enacted during the 1978 Legislative Session (as amended), Council
Bill No. 36, enacted during the 1980 Legislative Session (as
amended), Council Bill No. 32, enacted during the 1981
Legislative Session, Council Bill No. 35, enacted during the 1982
Legislative Session, Council Bills Nos. 25 and 36, enacted during
the 1983 Legislative Session, and Council Bills Nos. 2, 34 and
47, enacted during the 1984 Legislative Session, and authorizing
and providing for the issuance of notes in anticipation of the
issuance of such bonds; and (b) $15,035,000 "Howard County,
Maryland Metropolitan District Bonds of 1985" pursuant to Council
Bill No. 24, enacted during the 1978 Legislative Session (as
amended), Council Bill No. 36, enacted during the 1979
Legislative Session (as amended), Council Bill No. 37, enacted
