AN EMERGENCY ACT to add new Article VII, heading, Sewage
Collection and Treatment, to Chapter 24, heading, Water and
Sewers, of the Harford County Code, as amended; to provide
controls for the collection and discharge of waste into County
wastewater treatment plants; to provide for the handling of
industrial waste, special waste; to authorize special charges and
fees for certain types of waste; to authorize controls and fees
on septage; to provide penalties for the violation of the
Article; and generally relating to the control and regulation of
wastewater in Harford County.
Effective Date August 14, 1985.

AN ACT to add new Section 14-26.3, heading, Firearms, to
Article IV, heading, Weapons, of Chapter 14, heading, Morals and
Conduct, all of the Harford County Code, as amended; to provide
that it shall be unlawful to discharge a firearm without
permission of property owner, near residential dwelling, or other
building in Harford County; to provide for certain exceptions
thereto; to provide a definition for Firearms; and to provide,
generally, for the discharge of firearms in Harford County,
Maryland.

AN ACT to repeal Section 453 of the Code of Public Local
Laws of Harford County, 1965 Edition, As Amended, heading,
Private Waste Disposal Systems, and to add new Chapter 22,
heading, Private Waste Disposal Systems to the Harford County
Code, as amended, to stand in lieu of the repealed public local
law; and to provide for the regulation of private waste disposal
systems, sanitary construction permits and inspection; to require
minimum reserve lot area for waste disposal based on public sewer
priority; to provide for variances in certain design criteria; to
provide for penalties for violation thereof and generally
relating to the control of installation and operation of private
waste disposal systems.
