General Fund Appropriation.........

Federal Fund Appropriation,
provided that it is the intent of
the General Assembly that the
indirect cost recovery portion of
any additional federal funds
placed in the department's budget
in fiscal year 1987 by budget
amendment shall revert to the
general fund for the purpose of
offsetting the indirect costs
incurred by the State for

administering the federally

funded programs. However, if the

Governor determines it is

imperative for any of these
additional federal funds to be
expended for any purpose other
than offsetting the indirect
costs incurred by the State for

administering the federally

funded programs, the Governor
shall submit the proposal to the

budget committees and the

Legislative Policy Committee for
approval or disapproval..........
