exclusively, including full-time
equivalent, special payments,
contractual positions, and
temporary employment service
contractor positions, (defined as
the quotient of the sum of the
days worked by all such employees
in the fiscal year divided by
245) of the total authorized
amount established in the budget
for the State Department of
Education at any one time during
fiscal year 1987. The State
Superintendent of Schools should
utilize his prerogatives under
the "Education Article Section
2-103," to implement this
provision, provided, however,
that any authorized job or
position to be filled above the
1,293 ceiling, plus 21 additional
positions for program 36.01.01.23
exclusively, including all
full-time equivalent positions,
as detailed above, is approved by
the Board of Public Works and
counted against the limitation
imposed by the General Assembly.
The establishment of new jobs or
positions not authorized in the
fiscal year 1987 budget shall be
subject to Article 78A, Section
16B(a) and the limitation imposed
by the General Assembly.
