provided that $1,829,500 of the
appropriations for the purpose of
overtime is contingent upon
improved recruitment efforts by
the Maryland State Police to fill
the January 1987 recruit training
class to the full complement of
71 and approval of such efforts
by the Budget Committees or
unless the vacancy rate of the
State Police would dictate a
lower enrollment for the January

1987 class. A report on

recruitment efforts and status of
filling the January training
class shall be submitted no later
than December 15, 1986 to the
Budget Committees................

Provided that no funds may be spent
for purchase or lease in excess
of one year of police helicopters
to replace existing helicopters
now in service without the
approval of the Budget
