INSPECTION BEGINS: AND
(II) EXCEPT WHEN CONPUCTED UNDER A SEARCH
WARRANT ISSUED BY A JUDICIAL OFFICER. NOT MORE THAN 4 INSPECTIONS
PER CALENDAR YEAR MAY BE CONDUCTED OF A LICENSEE'S RECORDS, BOOKS
OF ACCOUNT, AND INVENTORY OF VEHICLES AND VEHICLE COMPONENTS.
(D) IN THIS SECTION, "COMPONENTS VEHICLE COMPONENTS" MEANS
THE ENGINE, TRANSMISSION, RIGHT FRONT FENDER, LEFT FRONT FENDER,
HOOD, RIGHT FRONT DOOR, LEFT FRONT DOOR, FRONT BUMPER, REAR
BUMPER, RIGHT REAR QUARTER PANEL, LEFT REAR QUARTER PANEL,
DECKLID-TAILGATE-HATCHBACK, FRAMES, ODOMETER AND VEHICLE PANS,
AND OR ANY OTHER MAJOR VEHICLE COMPONENT SERIALIZED WITH A
VEHICLE IDENTIFICATION NUMBER APPLIED BY A MANUFACTURER.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 155.
This bill permits the courts to order defendants, upon
conviction of a crime, to make restitution to a governmental
agency for expenses incurred for removal, towing or other charges
relating to an abandoned vehicle.
Senate Bill 93, which was passed by the General Assembly and
signed by me on April 8, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 155.
