3812 VETOES (A) THE SECRETARY MAY: (1) INVESTIGATE COMPLAINTS CONCERNING THE CONFORMANCE (2) INSPECT THE OPERATION OF MAJOR MEDICAL EQUIPMENT (B) IF THE COMPLAINT CONCERNS THE QUALITY OF MEDICAL CARE, 19-1006.
