Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 814.

This bill permits the Racing Commission, upon a certain
recommendation, to allocate up to 3 percent of the Maryland-Bred
Race Fund to a race, or races, which is restricted to horses
conceived, but not necessarily foaled, in this State.

House Bill 815, which was passed by the General Assembly and
signed by me on April 29, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 814.

AN ACT concerning

Racing - Maryland-Bred Race Fund

FOR the purpose of authorizing permitting the Racing
Commission, on upon a certain recommendation of the

Maryland Bred Race Fund Advisory Committee, to allocate up
to a certain percent percentage of the Maryland-Bred Race
Fund to races a race (or races) which is restricted to
certain horses conceived, but not necessarily foaled, in
this State.
