A House Joint Resolution concerning
Publicly Owned Treatment Works
FOR the purpose of requesting the Governor and the Legislative
Policy Committee to establish a committee to study
anticipated sewage treatment needs in Maryland; to examine
alternative means of assuring that adequate funding is
available to address sewage treatment needs; to study the
potential for private sector involvement in the funding,
construction, and operation of sewage treatment plants;
providing for the composition and chairman of the committee;
providing for staff for the committee; and requiring a
report by a certain date.
WHEREAS, The Maryland General Assembly's concern over the
continued health of the Chesapeake Bay prompted the passage of
comprehensive initiatives in 1984 aimed at restoring water
quality in the Bay; and
WHEREAS, The provision of adequate sewage treatment is
essential to reducing the levels of nutrients and other
pollutants entering the Chesapeake; and
WHEREAS, It is important that the State of Maryland, in
partnership with local governments, assure the availability of
adequate funding to meet anticipated sewage treatment needs; and
WHEREAS, Private sector involvement in the provision of
sewage treatment needs may, in some circumstances, be
advantageous; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Legislative Policy Committee is and the Governor are requested to
establish a committee to study anticipated sewage treatment needs
in Maryland and alternative means for the provision thereof of
assuring that adequate funding is available to address sewage
treatment needs, and to study the potential for private sector
involvement in the funding, construction, and operation of sewage
treatment plants; and be it further
RESOLVED, That the committee be composed of:
(1) 3 2 members of the House of Delegates, appointed by the
Speaker of the House, and 3 2 members of the Senate of Maryland,
appointed by the President of the Senate;
(2) 2 representatives of local government, appointed by the
Governor;
