[19-104.] 11-152. SAME - REMOVAL, VACANCIES, CONFLICTS OF
INTEREST.

(a)  The members of the Transportation Selection Board may
be removed by the Governor for misconduct, incompetency, neglect
of duty, or other sufficient cause.

(b)  A permanent member appointed to fill a vacancy in an
unexpired term serves only for the remainder of that term.

(c)  A member of the Transportation Selection Board may not
participate in any matter before the Transportation Selection
Board in which:

(1)   [The] THE member has an interest; or

(2)   [Any] ANY other person, other than a
transportation agency, has an interest, if the member is or
within the previous 12 months has been associated with the other
person.

[19-105.] 11-153. RULES AND REGULATIONS.

(a)  The Transportation Selection Board shall adopt rules
and regulations to carry out the provisions of this [subtitle]
PART XIV.

(b)  The rules and regulations adopted by the Transportation
Selection Board under this section and those adopted by the
General Professional Services Selection Board under § [19-205 of
this Division II] 11-172 of this article shall provide for
substantially the same procedures.

[19-106.] 11-154. ADVISORY SERVICES.

(A)  On request of a school board or political subdivision
of this State, the Transportation Selection Board may provide
advisory services in procuring architectural and engineering
services.

(B)  The school board or political subdivision shall
reimburse the Transportation Selection Board for the costs of
these services.

[19-107.] 11-155. APPLICATION.

(a)  This [subtitle] PART XIV applies to any transportation
agency that desires to procure architectural SERVICES or
engineering services.

(b)  The Secretary shall certify to the Transportation
Selection Board that the services cannot be provided feasibly or
economically by existing in-house resources.
