(2) [A] A different definition is adopted for a
particular title or provision.

(B)  "APPROPRIATE DEPARTMENT" MEANS THE DEPARTMENT WITH
RESPONSIBILITY UNDER THIS ARTICLE FOR THE TYPE OF PROCUREMENT
INVOLVED.

(C)  (1) "ARCHITECTURAL SERVICES" MEANS PROFESSIONAL OR
CREATIVE WORK THAT IS PERFORMED IN CONNECTION WITH THE DESIGN AND
SUPERVISION OF CONSTRUCTION OR LANDSCAPING, AND THAT REQUIRES
ARCHITECTURAL EDUCATION, TRAINING, AND EXPERIENCE.

(2)  "ARCHITECTURAL SERVICES" INCLUDES CONSULTATION,
RESEARCH, INVESTIGATION, EVALUATION, PLANNING, ARCHITECTURAL
DESIGN AND PREPARATION OF RELATED DOCUMENTS, AND COORDINATION OF
SERVICES FURNISHED BY STRUCTURAL, CIVIL, MECHANICAL, AND
ELECTRICAL ENGINEERS AND OTHER CONSULTANTS.

(3)  "ARCHITECTURAL SERVICES" DOES NOT INCLUDE
CONSTRUCTION INSPECTION SERVICES.

(D)  "BID" MEANS A RESPONSE BY A PERSON TO AN INVITATION FOR
BIDS UNDER § 11-110 OF THIS SUBTITLE.

[(b)] (E) "Board" means the Board of Public Works.

[(c) "Business" means any corporation, partnership,
individual, sole proprietorship, joint venture, or any other
legal entity through which business is conducted.

(d)] (F) "Change order" means a written order signed by the
[responsible] procurement officer, directing a contractor to make
changes [which the changes clause of] THAT a contract authorizes
the procurement officer to order without the consent of the
contractor.

(G) "COMPETITIVE SEALED BIDDING" MEANS THE PROCESS SET
FORTH IN § 11-110 OF THIS SUBTITLE.

(H) "COMPETITIVE SEALED PROPOSALS" MEANS THE PROCESS SET
FORTH IN § 11-111 OF THIS SUBTITLE.

[(e) (1)] (I) (1) "Construction" means the process of
building, altering, repairing, [or] improving, OR DEMOLISHING any
[public] structure, building, or other improvement to [any
public] real property.

(2) "REPAIRING" INCLUDES ANY MAJOR WORK NECESSARY TO
REPAIR, PREVENT DAMAGE TO, OR SUSTAIN EXISTING COMPONENTS OF A
STRUCTURE, BUILDING, OR OTHER IMPROVEMENT TO REAL PROPERTY.

[(2) "Construction"] (3) "REPAIRING" does not
include the routine operation[, routine repair,] or [routine]
maintenance of existing structures, buildings, or other
improvements to real property.
