SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Natural Resources

13-103.

(b) Expenditures under this subsection shall be made
pursuant to an appropriation approved by the General Assembly in
the annual State budget, or by the budget amendment procedure
provided for in § 7-209 of the State finance and Procurement
Article IF THE LEGISLATIVE POLICY COMMITTEE OF THE MARYLAND
GENERAL ASSEMBLY APPROVES ANY BUDGET AMENDMENT PRIOR TO THE
EXPENDITURE OR OBLIGATION OF FUNDS.

13-105.

(a) (1) There is a Board of Trustees for the Trust Fund
consisting of 13 15 members.

(2) Of the 13 15 members:

(i) The 9 5 EX OFFICIO voting members shall be:

1.  The Comptroller of the Treasury;

2.  The Secretary of Natural Resources or
a designee of the Secretary;

3.  The Secretary of Human Resources or a
designee of the Secretary;

4.  The Secretary of Transportation or a
designee of the Secretary; AND

5.  The Secretary of Budget and Fiscal
Planning or a designee of the Secretary;.

(II) THE 6 VOTING MEMBERS APPOINTED BY THE
GOVERNOR SHALL BE:
