6. 1 member 1. 2 MEMBERS from the public
appointed by the Governor;

2. 1 MEMBER REPRESENTING THE UTILITY
INDUSTRY; AND

7. 3. 3 members of local government
appointed by the Governor in the following manner:

A.  1 person from a list of 3 persons
submitted by the Maryland Association of Counties;

B.  1 person from a list of 3 persons
submitted by the Maryland Municipal League; and

C.  1 person representing Baltimore City,
nominated by the Mayor of Baltimore.

(ii) (III) The 4 nonvoting ex officio members
shall be:

1.  The chairman of the Committee on
Environmental Matters of the House of Delegates OR A DESIGNEE OF
THE CHAIRMAN;

2.  The chairman of the Committee on
Appropriations of the House of Delegates OR A DESIGNEE OF THE
CHAIRMAN;

3.  The chairman of the Committee on
Economic and Environmental Affairs of the Senate of Maryland, OR
A DESIGNEE OF THE CHAIRMAN; and

4.  The chairman of the Committee on
Budget and Taxation of the Senate of Maryland, OR A DESIGNEE OF
THE CHAIRMAN.

(b)  (1) The term of the AN APPOINTED Board member from the
public is 3 years.

(2)  At the end of a term, the AN APPOINTED Board
member from the public continues to serve until a successor is
appointed and qualifies.

(3)  The AN APPOINTED Board member from the public who
is appointed after a term has begun serves only for the rest of
the term and until a successor is appointed and qualifies.

(4)  The AN APPOINTED Board member from the public
may serve successive terms.

(c)  Except for the public AN APPOINTED member of the Board,
members may serve on the Board for as long as they remain in the
office to which they were appointed or elected.
