SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage shall
take effect June 1, 1986.

AN ACT concerning

Energy Overcharge Restitution Trust Fund
- Expenditure of funds

FOR the purpose of requiring certain approval of budget
amendments relating to funds in the Energy Overcharge
Restitution Trust fund under certain circumstances;
authorizing certain expenditures from the principal of the
Energy Overcharge Restitution Trust Fund; providing for the
equipment, personnel, and expenses for the administration of
the Energy Overcharge Restitution Trust Fund; providing for
a certain report to certain committees of the General
Assembly; altering certain limitations on the use of certain
funds; providing certain limitations on expenditures;
authorizing the Trust Fund Board of Trustees to make certain
disbursements in the form of loans to certain nonprofit
groups; authorizing the Board to establish certain
regulations; making this Act an emergency measure; and
generally relating to the Energy Overcharge Restitution
Trust Fund.

BY repealing and reenacting, without amendments,
