(16) (17) 5 6 SHALL BE THE FOLLOWING REPRESENTATIVES
FROM STATE GOVERNMENT OR THEIR DESIGNEES:

(I)  THE SECRETARY OF HEALTH AND MENTAL HYGIENE;

(II)  THE SECRETARY OF HUMAN RESOURCES;

(III)  THE SECRETARY OF ECONOMIC AND COMMUNITY
DEVELOPMENT;

(IV)  THE SECRETARY OF EMPLOYMENT AND TRAINING;

(IV) (V) THE DIRECTOR OF THE OFFICE ON AGING;
AND

(V) (VI) THE SUPERINTENDENT OF SCHOOLS.

9-1309.

(A)  THE GOVERNOR SHALL DESIGNATE A MEMBER OF THE COUNCIL TO
SERVE AS CHAIRPERSON.

(B)  THE DIRECTOR OF THE OFFICE ON VOLUNTEERISM SHALL BE
EXECUTIVE SECRETARY TO THE COUNCIL.

(C)  THE TERM OF OFFICE OF A MEMBER, OTHER THAN A
REPRESENTATIVE FROM STATE GOVERNMENT, IS 4 YEARS.

(D)  THE TERMS OF MEMBERS ARE STAGGERED AS REQUIRED BY THE
TERMS PROVIDED FOR MEMBERS ON JULY 1, 1986.

(E)  A PERSON APPOINTED TO FILL A VACANCY IN THE COUNCIL
MEMBERSHIP SHALL SERVE FOR THE REMAINDER OF THE TERM FOR THAT
POSITION.

9-1310.

THE COUNCIL SHALL:

(1)  ADVISE THE OFFICE IN CARRYING OUT ITS DUTIES;

(2)  DEVELOP AND MAINTAIN COMMUNICATION WITH THE
VOLUNTEER COMMUNITY AND PROMOTE GREATER PUBLIC AND PRIVATE SECTOR
COOPERATION AND COORDINATION OF RESOURCES;

(3)  ASSESS CURRENT VOLUNTEER EFFORTS IN THE STATE;

(4)  RECOMMEND TO THE GOVERNOR AND THE GENERAL
ASSEMBLY POLICIES, LEGISLATION, OR ADMINISTRATIVE ACTIONS THAT
WOULD PROMOTE THE USE OF VOLUNTEERS IN THE STATE;

(5)  ASSESS THE CURRENT USE OF VOLUNTEERS IN STATE
GOVERNMENT INCLUDING THE EFFECTIVENESS AND QUALITY OF SERVICE;
