(6)  RECOMMEND POLICIES GOVERNING THE USE OF
VOLUNTEERS IN STATE AGENCIES AND PROGRAMS;

(7)  DEVELOP GUIDELINES FOR PRIVATE SECTOR INITIATIVES
AND MAKE RECOMMENDATIONS TO STATE GOVERNMENT ON WAYS TO ENCOURAGE
PARTICIPATION BY THE BUSINESS COMMUNITY, PRIVATE INDIVIDUALS, AND
NONPROFIT ORGANIZATIONS; AND

(8) ASSESS TRAINING OPPORTUNITIES FOR VOLUNTEERS AND
MAKE RECOMMENDATIONS TO THE OFFICE FOR DISSEMINATING INFORMATION.

SECTION 2. AND BE IT FURTHER ENACTED, That of the initial
terms of the members of the Council, other than representatives
of State government, 6 shall be for 4 years, 5 shall be for 3
years, 5 shall be for 2 years, and 1 shall be for 1 year.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

(Senate Bill 664)

AN ACT concerning

State Government - Telecommunications Management

FOR the purpose of assigning certain responsibilities for
telecommunications management to the Department of General
Services; providing for coordination of telecommunication
systems and services between units of State government;
defining a certain term; providing for certain exceptions;
and generally relating to State government telecommunication
systems and services.

BY adding to

Article - State Finance and Procurement

Section 4-901 and 4-902 through 4-903 to be under the new

subtitle "Subtitle 9. Telecommunications"
Annotated Code of Maryland
(1985 Volume)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
