sports facilities and related structures, the power to enter
into contracts, hire personnel, acquire property, issue
bonds and borrow and loan funds, impose a tax, and exercise
all other related powers; establishing a Maryland Sports
Stadium Authority Financing Fund; exempting the Authority
from certain provisions of law; requiring certain records,
an audit, and an annual report; authorizing the Authority to
receive certain financial assistance; requiring the
Authority to comply with State minority business purchasing
law; making any appointee or employee of the Authority
subject to the Maryland Public Ethics Law; authorizing
certain employees of the Authority to participate in the
Pension System for Employees of the State of Maryland;
authorizing the Maryland Sports Stadium Authority to impose
an admissions and amusement tax; providing for a certain
lottery and the disposition of the proceeds of that lottery;
requiring the prior approval of the Board of Public Works
relative to the exercise of certain powers of the Authority,
including facility site acquisition, certain leases and
contracts, the borrowing of money, the receipt or acceptance
of contributions, gifts, and grants, and the issuance of
bonds; requiring the prior approval of the General Assembly
for the lease and acquisition of a facility site;
authorizing the Authority to hold a temporary interest in
and operate certain teams or team franchises under certain
circumstances; requiring the Authority to periodically meet
and consult and to work with the Special Advisory Commission
on Professional Sports and the Economy; authorizing certain
agreements for the continued use of Memorial Stadium;
providing for the termination of this Act if a certain
