(a)  (2) Nontax Paid Alcoholic Beverages. No alcoholic
beverages upon which the taxes provided by the tax provisions of
this article have not been paid shall be bought, sold, bargained,
imported, stored, transported, possessed or kept or suffered to
be bought, sold, bargained, imported, stored, transported,
possessed, or kept in any vehicle, vessel, aircraft or on any
premises or under his charge or control by any person except:

(v) Any family wine producer 21 years of age of
older shall be permitted to bring into the State of Maryland,
transport or possess within the State of Maryland,
family-produced wine for personal use or for entry in a licensed
national family wine exhibition.

(b)  A license or permit is not required for the manufacture
of family wine, beer, or cider exclusively for home consumption,
competition, or use in a licensed national family wine exhibition
and not for sale. In St. Mary's County, cider or native wines
may be sold by the maker thereof without a license.

DRAFTER'S NOTE: These provisions are included to resolve
questions raised by the Attorney General's May 20,
1985 bill review letter to the Governor regarding the
adequacy of the title of Chapter 559 (Senate Bill 688)
of the Acts of the Regular Session of 1985. That
letter suggested that the title of Senate Bill 688 did
not clearly reflect permissive provisions relating to
the production, transportation, or possession of
family wine. The title of this Curative Bill reflects
those provisions, as shown above.

(d) In Anne Arundel County

(2) In addition to the powers given to the board of
license commissioners for Anne Arundel County in subsections (a)
and (b) of this section, the board is authorized to employ one
part-time chief inspector at an annual salary of $6,000, and 12
part-time inspectors at an annual salary of $4,000 each. In
addition to this salary, each of the inspectors shall receive a
monthly expense of $150 per month, subject to the approval of the
State Comptroller. The 13 inspectors appointed for Anne Arundel
County have all the powers of a peace officer or a constable or
sheriff of the State of Maryland, and shall make oath to
faithfully perform the duties entrusted to them, as provided in
Article I, § 9 of the Constitution of the State of Maryland, and
shall furnish bond in the penalty of $2,000 to the board of
license commissioners of Anne Arundel County and the Board of
County Commissioners of Anne Arundel County jointly, conditioned
"that inspector shall well and faithfully execute the office in
all things appertaining thereto." The cost of the bond shall be
paid by the County Commissioners of Anne Arundel County. The
inspectors for Anne Arundel County are known as the "liquor
inspectors for Anne Arundel County." There shall be a full-time
