administrator to the board whose annual salary shall be fixed by
the board as in a general Anne Arundel County classified salary
schedule, within pay grade 16. There shall be a full-time
secretary to the board whose annual salary shall be fixed by the
board as in a general county classified salary schedule, within
pay grade 13. There shall be an attorney to the board, at an
annual salary of $8,000.

DRAFTER'S NOTE: This provision is included to resolve
questions raised by the Attorney General's May 7, 1985
bill review letter to the Governor regarding the
adequacy of the title of Chapter 712 (House Bill 1621)
of the Acts of the Regular Session of 1985. That
letter suggested that the title of House Bill 1621 did
not reflect increases to the salaries of the full-time
administrator and full-time secretary of the Howard
County board of license commissioners. The title of
this Curative Bill reflects those increases, as shown
above.

Article 56 - Licenses

12A.

(a) In Washington County the Clerk of the Circuit Court may
not issue a new license under this article until the applicant
files with the clerk a certification that:

(1)  States that the location designated in the
application is properly zoned or has a special exception for the
type of business that the applicant proposes to operate; and

(2)  Is from:

(i) The County Planning Commission; or

(ii) If the property is located in a municipal
corporation, the municipal corporation.

DRAFTER'S NOTE: This provision is included to resolve
questions raised by the Attorney General's May 24,
1985 bill review letter to the Governor regarding the
adequacy of the title of Chapter 729 (Senate Bill 333)
of the Acts of the Regular Session of 1985. That
letter suggested that the title of Senate Bill 333
improperly indicated that, under the bill, the filing
of a certification of compliance with zoning
ordinances is permitted, rather than required, before
Washington County may issue a license. The title of
this Curative Bill reflects that the filing is
required, as shown above.
