In subsection (b) of this section, the former phrase
"by him", which referred to the Comptroller, is
deleted so that a warrant issued by the Chief Deputy
Comptroller or a deputy comptroller is encompassed.

PART IV. DISBURSEMENTS.

7-226. GENERAL AUTHORITY.

SUBJECT TO THE LIMITATIONS IN THIS PART IV OF THIS SUBTITLE
AND ANY OTHER LAW, THE TREASURER, THE CHIEF DEPUTY TREASURER, OR
A DEPUTY TREASURER MAY DISBURSE MONEYS FROM THE STATE TREASURY IN
ACCORDANCE WITH A WARRANT.

REVISOR'S NOTE: This section is new language derived
without substantive change from the first sentence of
former Art. 95, § 7, except for the reference to
signing and countersigning checks.

The specific references to the "Chief Deputy
Treasurer" and a "deputy treasurer" are added to
reflect the third sentence of former Art. 95, § 7,
which stated that the power to disburse money "shall
be subject to all of the limitations imposed by law
upon the Treasurer in the performance of such powers".
In light of this addition -- and similar additions in
other provisions that relate to disbursement of money
the third sentence of former Art. 95, § 7 is
deleted.

The former reference to disbursing the money "for the
purposes of the State, according to law" is deleted as
unnecessary in light of § 7-216 of this subtitle.

7-227. CHECKS.

A CHECK THAT IS DRAWN TO DISBURSE MONEY FROM THE STATE
TREASURY SHALL BE:

(1)  SIGNED BY THE TREASURER, THE CHIEF DEPUTY
TREASURER, OR A DEPUTY TREASURER; AND

(2)  COUNTERSIGNED BY THE COMPTROLLER, THE CHIEF
DEPUTY COMPTROLLER, OR A DEPUTY COMPTROLLER.
