GOVERNMENT, OR ANY GOVERNMENTAL ENTITY UNDER THE CONTROL OF THE
STATE.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 19, § 19.

The former references to a "corporate body" and
"corporation" are deleted as unnecessary in light of
the use of the defined term "person".

In light of the addition of the specific reference to
the Chief Deputy Comptroller and a deputy comptroller,
the former reference to the Comptroller "obtain[ing]"
the waiver is deleted. As to the addition, see
revisor's note to § 7-216 of this subtitle.

7-223. RECORDS OF WARRANTS.

(A)  IN GENERAL.

(1)  THE COMPTROLLER MAY NOT ALLOW A WARRANT TO BE
ISSUED UNTIL A RECORD IS MADE IN THE BOOKS OF THE OFFICE OF THE
COMPTROLLER.

(2)  THE RECORD SHALL:

(I)  STATE THE AMOUNT OF THE WARRANT;

(II)  STATE THE ACCOUNT. AGAINST WHICH THE
WARRANT IS CHARGED; AND

(III)  IDENTIFY:

1.  THE PAYEE AND THE OFFICER OR UNIT OF
THE STATE GOVERNMENT THAT SUBMITTED THE BILL; OR

2.  FOR AN ADVANCE, THE OFFICER OR UNIT.

(B)  ABSTRACT.

THE COMPTROLLER SHALL KEEP AN ABSTRACT OF EACH WARRANT.

REVISOR'S NOTE: Subsections (a)(1) through (2)(iii)l. and
(b) of this section are new language derived without
substantive change from the first clause of the second
sentence of former Art. 19, § 17 and the second clause
of § 18, as those clauses related to a warrant to
disburse money.

Subsection (a)(2)(iii)2. of this section is new
language added to reflect § 7-216(c) of this subtitle.
