(C) AFFIANT.
AN AFFIDAVIT UNDER THIS SECTION SHALL BE SIGNED BY:
(1) THE PRESIDENT AND THE TREASURER OF THE
INSTITUTION OR CORPORATION; OR
(2) IF THERE IS NO PRESIDENT OR TREASURER, ANOTHER
OFFICER OR INDIVIDUAL WHO HAS CHARGE OF AND DISBURSES THE MONEY
OF THE INSTITUTION OR CORPORATION.
REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 15A, § 15.
In subsection (a) of this section, the phrase "of this
State", which formerly followed the reference to "any
institution or corporation", is deleted. The
Commission to Revise the Annotated Code notes, for the
consideration of the General Assembly, that the
deletion broadens the scope of this section so that
now it clearly encompasses an out-of-State entity to
which this State appropriates money. The effect of
this deletion on entities within this State is less
clear, since the former phrase could be read to modify
just the word "corporation" or both "institution" and
"corporation". Furthermore, it is unclear whether the
use of the word "of" in the former phrase was intended
to limit former Art. 15A, § 15 to, e.g., a
quasi-public corporation or whether, in fact, the
phrase "in this State" was intended. Since, in any
event, a purpose for distinction among these entities
is not apparent, the former phrase is deleted.
In subsection (b) of this section, the reference to
services to obtain "the appropriation" is substituted
for the former reference to obtaining "passage of the
act making such appropriation", to encompass actions
not related to "passage" of a bill. The Commission
believes that the substituted language more clearly
reflects the intent of former Art. 15A, § 15.

of the specific reference to the "Chief Deputy
Comptroller" and a "deputy comptroller", see revisor's
note to § 7-216 of this subtitle.

OR A DEPUTY COMPTROLLER MAY NOT ISSUE TO A PERSON A WARRANT FOR
PAYMENT OF A CLAIM DUE TO THE PERSON IN THE PERSON'S OWN RIGHT,
IF THE PERSON OWES $50 OR MORE TO THE STATE, A UNIT OF THE STATE
