(2) IF THE MONEY IS NOT DEDICATED TO A SPECIFIC
PURPOSE, WITH THE APPROVAL OF THE GOVERNOR, FOR NECESSARY CURRENT
OPERATIONS.

(B) EXCESS RECEIPTS.

MONEY THAT IS DERIVED FROM A SOURCE ESTIMATED AND INCLUDED
IN AN APPROPRIATION ACT AND THAT IS IN EXCESS OF THE ESTIMATE
SHALL REMAIN IN THE GENERAL FUND OF THE STATE UNTIL APPROPRIATED
BY A SUBSEQUENT APPROPRIATION ACT.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 15A, §§4,
6, and 7.

The introductory phrase of subsection (a) of this
section, "[s]ubject to § 7-202 of this subtitle," is
added to clarify that, notwithstanding the seemingly
broad authority in subsection (a) of this section,
money cannot be spent unless there is an
appropriation.

In subsection (a)(2) of this section, the former,
specific requirement that nondedicated money be
"accounted for to the Comptroller" is deleted as
unnecessary in light of § 6-213(a) of this article.

Also in subsection (a)(2) of this section, the former,
specific requirement that the money be "disbursed by
the Treasurer upon warrant of the Comptroller" is
deleted as unnecessary in light of § 7-226 of this
subtitle.

7-218. AUDIT OF BILLS.

BEFORE ISSUANCE OF A WARRANT FOR PAYMENT OF A BILL, THE
COMPTROLLER MAY HAVE THE BILL AUDITED.

REVISOR'S NOTE: This section is new language derived

without substantive change from the reference, in the

first sentence of former Art. 41, § 197, to "audit and
review".

As revised, this section applies to all bills —
rather than those for "merchandise ... and supplies".
See revisor's note to § 7-216 of this subtitle.
