In subsections (b) and (c) of this section, the
former, limited references such as "merchandise ...
purchased" and "exempted purchases" are deleted, since
the Office of the Comptroller indicates that bills or
vouchers are required not only for expenditures for
merchandise but for any other expenditures.
In subsections (b)(1) and (c)(1), (2), (3), and (5) of
this section, the specific references to an "officer"
are added to conform to subsection (a) of this
section.
In subsections (b)(2) and (c)(2) of this section, the
specific references to "the Chief Deputy Comptroller"
and "a deputy comptroller" are added to reflect the
provisions of the first sentence of former Art. 19, §
8 that enabled the Chief Deputy Comptroller or a
deputy comptroller to issue warrants "subject to all
the limitations imposed by law upon the Comptroller in
granting such warrants". In light of these additions
-- and similar additions in other sections that relate
to issuance of warrants — the former provisions are
deleted.
The introductory language of subsection (b)(1) of this
section, "[e]xcept as provided in subsection (c) of
this section" is added as a general reference to the
exemption authorized in the referenced subsection.
In subsection (b)(1) of this section, the former word
"vouchers" is deleted, since subsection (b) of this
section applies only to unpaid bills. Conversely, in
subsection (c)(5) of this section, the former
reference to "receipted bills" is deleted as
unnecessary in light of the word "voucher".

SUBJECT TO § 7-202 OF THIS SUBTITLE, AN OFFICER OR UNIT OF
THE STATE GOVERNMENT MAY SPEND MONEY THAT IS PAID INTO THE STATE
TREASURY FOR THE USE OF THE OFFICER OR UNIT AND THAT IS DERIVED
FROM A SOURCE NOT ESTIMATED OR INCLUDED IN THE STATE BUDGET:
(1) FOR THE SPECIFIC PURPOSE TO WHICH THE MONEY IS
DEDICATED BY STATE LAW OR ACT OF CONGRESS; OR
