(2)  SUBJECT TO THE LIMITATIONS IN THIS SUBTITLE, THE
COMPTROLLER, THE CHIEF DEPUTY COMPTROLLER, OR A DEPUTY
COMPTROLLER MAY ISSUE WARRANTS FROM TIME TO TIME TO PROVIDE THE
OFFICER OR UNIT WITH THE WORKING CASH THAT THE COMPTROLLER FINDS
NECESSARY.

(3)  THE COMPTROLLER SHALL KEEP A RECORD THAT SHOWS
EACH EXEMPTION, EACH AMOUNT ADVANCED TO AN OFFICER OR UNIT, AND
THE REASONS FOR EACH EXEMPTION.

(4)  THE RECORD SHALL BE KEPT. IN THE OFFICE OF THE
COMPTROLLER AND SHALL BE OPEN TO PUBLIC INSPECTION.

(5)  AN OFFICER OR UNIT SHALL SEND TO THE COMPTROLLER
THE VOUCHER OR A COPY OF THE VOUCHER FOR EACH EXPENDITURE MADE
FROM AN ADVANCE UNDER THIS SUBSECTION.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 15A, § 1
and, except for the references in the first sentence
to an audit of a bill and payment from a specific
appropriation, Art. 41, § 197.

In subsections (a) and (c)(2) of this section, the
former references to the "Treasurer" are deleted as
unnecessary in light of § 7-226 of this subtitle.

The introductory language of subsection (a) of this
section, "[s]ubject to the limitations in this
subtitle", is broader than the reference, in former
Art. 15A, § 1, to "this subtitle", which referred only
to former Art. 15A, §§ 1 through 15. However, the
additional provisions encompassed in this revised
subtitle also apply to the expenditure of
appropriations. See, e.g., § 7-236 of this subtitle.
For conformity, the introductory language in
subsections (b)(2) and (c)(2) of this section is
added.

In subsection (a) of this section, the reference to
the "current schedule for apportionment and
disbursement of" an appropriation is substituted for
the limited references to "[t]he several amounts set
out in every appropriation bill passed by both houses
of the General Assembly or so much thereof as shall be
sufficient to accomplish the purposes designated" and
"the several purposes specified in every such bill",
to conform to § 7-205 of this subtitle and to reflect
amendments and reductions under §§ 7-208, 7-209, and
7-213 of this subtitle.

Also in subsection (a) of this section, the former
requirement that money "be paid ... upon requisition"
is deleted, to reflect subsection (c) of this section.
