references are consistent with Md. Constitution, Art.
III, § 52(11), which requires the Governor to include
in a proposed budget, without revision, the estimate
that the presiding officers certify "for the
Legislative Department" and that the Comptroller
certifies for the "Judiciary".
In subsection (b)(2)(i) of this section, the reference
to payment of "the principal" is substituted for the
former reference to "retirement" of the State debt, to
conform to the terminology in Title 8, Subtitle 1 of
this article.
In subsection (b)(3) of this section, the reference to
an "employee in the classified or unclassified
service" is substituted for the former, ambiguous
reference to "merit system employees". The
substituted language is based on Art. 64A, § 30(a) of
the Code, which enables the Secretary of Personnel to
increase or decrease pay rates for employees in either
service, with the approval of the Governor.

7-216. EXPENDITURES.
(A) GENERAL AUTHORITY.
SUBJECT TO THE LIMITATIONS IN THIS SUBTITLE, AN OFFICER OR
UNIT OF THE STATE GOVERNMENT MAY SPEND AN APPROPRIATION TO THE
OFFICER OR UNIT IN ACCORDANCE WITH THE CURRENT SCHEDULE FOR
APPORTIONMENT AND DISBURSEMENT OF THE APPROPRIATION.
(B) SUBMISSION OF BILL.
(1) EXCEPT AS PROVIDED IN SUBSECTION (C) OF THIS
SECTION, WHENEVER AN OFFICER OR A UNIT OF THE STATE GOVERNMENT
SPENDS ANY PART OF AN APPROPRIATION, THE OFFICER OR UNIT PROMPTLY
SHALL SEND THE BILL TO THE COMPTROLLER FOR PAYMENT.
(2) SUBJECT TO THE LIMITATIONS IN THIS SUBTITLE, THE
COMPTROLLER, THE CHIEF DEPUTY COMPTROLLER, OR A DEPUTY
COMPTROLLER MAY ISSUE A WARRANT FOR PAYMENT OF THE BILL.
(C) EXEMPTION.
(1) THE COMPTROLLER SHALL EXEMPT AN OFFICER OR UNIT
OF THE STATE GOVERNMENT FROM THE REQUIREMENTS OF SUBSECTION (B)
OF THIS SECTION IF THE COMPTROLLER DETERMINES THAT THE EXEMPTION
WOULD BE IN THE PUBLIC INTEREST.
