7-115. DISTRIBUTION OF BUDGET BOOKS.

ON SUBMISSION OF THE BUDGET BILL TO THE PRESIDING OFFICERS
OF THE GENERAL ASSEMBLY, THE GOVERNOR SHALL SEND A COPY OF THE
BUDGET BOOKS TO EACH MEMBER OF THE GENERAL ASSEMBLY.

REVISOR'S NOTE: This section is new language derived
without substantive change from the first and second
clauses of former Art. 15A, § 20(a).

The reference to delivery of the budget bill "to the
presiding officers" is substituted for the former
reference to submission "to the General Assembly", to
conform to Md. Constitution, Art. III, § 52(5) and,
thus, to clarify the date on which the budget books
are distributed.

The reference to the "budget books" is substituted for
the former reference to "supporting data", since the
current volume of supporting information precludes
submission of all of the information "in book form".
See revisor's note to § 7-101(b) of this subtitle.

The former contingency "[u]pon the adoption ... of the
amendment to § 52 of Article 3 of the Constitution of
this State" is deleted as obsolete since the
referenced amendment -- proposed by Ch. 20, Acts of
1952 — was ratified on November 4, 1952.

7-116. SPENDING AFFORDABILITY COMMITTEE RECOMMENDATIONS.

WHENEVER A PROPOSED BUDGET EXCEEDS THE RECOMMENDATIONS OF
THE SPENDING AFFORDABILITY COMMITTEE, THE BUDGET BOOKS SHALL:

(1)  INDICATE THE DEGREE TO WHICH THE PROPOSED BUDGET
AND RECOMMENDATIONS DIFFER; AND

(2)  SET FORTH THE GOVERNOR'S REASONS FOR EXCEEDING
THE RECOMMENDATIONS.

9(b)(2).
