OTHER INFORMATION ABOUT THE APPROPRIATION UNDER THIS SECTION.
REVISOR'S NOTE: This section is new language derived
without substantive change from the former second and
fourth sentences of ED § 13-114(b) and the former
second sentence of (c).
Defined terms: "Includes";"including" § 1-101
7-112. CONFORMITY WITH STATUTES.
(A) GENERALLY REQUIRED.
UNLESS SPECIFICALLY AUTHORIZED BY LAW, THE GOVERNOR MAY NOT
SUBMIT A BUDGET BILL THAT CHANGES A STATE STATUTE.
(B) SALARIES.
SUBJECT TO THE LIMITATIONS IN THE MARYLAND CONSTITUTION, A
STATUTE THAT SETS A SALARY IS SUPERSEDED BY PASSAGE OF A BUDGET
BILL THAT ALTERS THE SALARY.
REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 15A, §§ 13
and 21A.
In subsections (a) and (b) of this section, the word
"statute" is substituted for the former references to
"the language or provisions of this Code or of other
statutory law", "any act of the General Assembly", and
"such act", for consistency and brevity.
In subsection (a) of this section, the former,
specific reference to the "Secretary" is deleted as
surplusage.
Also in subsection (a) of this section, the former
reference to "supplements thereto" is deleted as
surplusage, since, on submission, a supplemental
budget amendment becomes part of the budget bill and
since retaining the former reference here could
suggest that the absence of a specific reference to a
supplemental budget amendment in another provision
means that an amendment is not included.
In subsection (b) of this section, reference to the
statute being "superseded" is substituted for the
former statement that the budget bill "shall operate
as an amendment to such act", to avoid the suggestion
that the statute changes.
Also in subsection (b) of this section, the former
limitation "to the extent of such increase or
