In the introductory language of this section and in
item (1) of this section, the defined term "proposed
budget" is substituted for the former references to "a
budget and budget bill that request appropriations"
and "the budget as submitted". Also in the
introductory language of this section, the requirement
that the "budget books" contain the explanation is
substituted for the former requirement that the
Governor provide an explanation.

The latter substitution conforms to practice in fiscal
year 1985. See, generally, revisor's note to §
7-101(b) of this subtitle.

7-117. STATEMENT OF ESTIMATED REVENUES.

THE BUDGET BOOKS FOR A FISCAL YEAR SHALL STATE:

(1)  EACH SOURCE OF STATE REVENUES FOR THE YEAR, FROM
WHICH THE PROPOSED APPROPRIATIONS ARE TO BE PAID; AND

(2)  THE AMOUNT THAT THE GOVERNOR ESTIMATES WILL BE
COLLECTED FROM EACH SOURCE.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 15A, §
20(b), as that subsection related to revenue.

The requirement that the "budget books" contain the
revenue estimates is substituted for the former
requirement that the Governor submit the estimates "at
the same time" that the Governor submits the
"supporting data", which meant the budget books. This
substitution is based on practice.

7-118. EFFECT OF TAX EXEMPTIONS ON REVENUES.

(A) STATEMENT AND RECOMMENDATIONS REQUIRED.

THE BUDGET BOOKS FOR A FISCAL YEAR OR OTHER SUPPORTING
DOCUMENTS SHALL CONTAIN:

(1)  A STATEMENT OF THE ESTIMATED AMOUNT BY WHICH
EXEMPTIONS FROM TAXATION REDUCE, FOR THE YEAR:

(I)  STATE REVENUES; AND

(II)  REVENUES THAT THE STATE COLLECTS FOR LOCAL
GOVERNMENTS; AND

(2)  ANY RECOMMENDATION OF THE GOVERNOR FOR THE REPEAL
OR AMENDMENT OF AN EXEMPTION.
