Subsection (a)(4) of this section is new language that
combines, without substantive change, former Art. 15A,
§ 9A(a)(5) and (7). This revision reflects that the
former defined term "Department" appeared only twice,
in former Art. 15A, § 9A(a)(7) and (b). Since, in
this revised section, the reference, in former Art.
15A, § 9A(b), to "the Department" is not retained, the
former separate definition of the term "Department" is
unnecessary. Compare, however, subsection (a)(2) of
this section, which does not specifically include the
Office of the Secretary and the modal administrations
since, in former Art. 15A, § 9A(a)(2), the former
defined term "Department" was not used.
Subsection (b) of this section is new language derived
without substantive change from former Art. 15A, §
9A(b).
In the introductory clause of subsection (b) of this
section, the former reference to the "State budget" is
deleted as unnecessary since the form of the budget
bill dictates the form of the supporting documents.
In subsection (b)(1) of this section, the word "items"
is substituted for the former word "appropriations",
to conform to § 7-206 of this title.
Former Art. 15A, § 9A(a)(4), which defined
"Consolidated transportation program", is deleted as
unnecessary since the former defined term is not used
in this section. The term was used in former Art.
15A, § 9A(c) and (d), which now appears in § 7-238 of
this title and TR § 2-103.1.

7-111. UNIVERSITY COLLEGE.
(A) LUMP SUM APPROPRIATION.
THE GOVERNOR SHALL INCLUDE IN EACH BUDGET BILL A LUMP SUM
APPROPRIATION TO UNIVERSITY COLLEGE.
(B) AMOUNT.
AN APPROPRIATION UNDER THIS SECTION FOR A FISCAL YEAR SHALL
EQUAL THE AMOUNT THAT UNIVERSITY COLLEGE ESTIMATES IT WILL
RECEIVE DURING THE FISCAL YEAR FROM TUITIONS, FEES, GIFTS, AND
GRANTS AND INTEREST ON THOSE REVENUES.
(C) SUPPORTING DOCUMENTS.
(1) THE SUPPORTING DOCUMENTS FOR EACH BUDGET BILL
SHALL INCLUDE THE ANNUAL FINANCIAL INFORMATION STATEMENT THAT
UNIVERSITY COLLEGE PREPARES.
