5-903. RESERVED.

PART II. PATUXENT RIVER WATERSHED POLICY PLAN.
5-904. DEVELOPMENT AND PREPARATION OF PLAN REQUIRED.
THE DEPARTMENT OF STATE PLANNING SHALL:

(1)  DEVELOP, IN COORDINATION WITH OTHER APPROPRIATE
DEPARTMENTS OF THE STATE GOVERNMENT, A POLICY PLAN FOR THE
PATUXENT RIVER WATERSHED; AND

(2)  HAVE PRIMARY RESPONSIBILITY FOR THE PREPARATION
OF THE PLAN.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 88C, §
2(a) and the first and second sentences of the
introductory language of (c), except the reference in
the second sentence to distributing the Plan.

The first sentence of former Art. 88C, § 2(c)(7),
which required that the Plan "be completed by July 1,
1983", is deleted as obsolete because the Plan has
been adopted by the General Assembly. See Joint
Resolutions 16 and 31, Acts of 1984.

The General Assembly may wish to consider decodifying
this section as obsolete since the duty of the
Department of State Planning to develop and prepare
the Plan seems to have been dispatched with the
completion of the Plan.

5-905. PURPOSE OF PLAN.

THE PLAN SHALL SERVE AS A BASIS FOR CONTINUING COORDINATION
AND IMPLEMENTATION.

REVISOR'S NOTE: This section formerly appeared as the
second sentence of Art. 88C, § 2(c)(7).

The only changes are in style.

5-906. BACKGROUND FOR PLAN.

THE PLANNING SHALL BEGIN WITH:

(1) A REVIEW OF CURRENT LAWS, REGULATIONS, POLICIES,
PROGRAMS, AND PLANS OF THE STATE RELATING TO THE PATUXENT RIVER,
TO EVALUATE THEIR EFFECTIVENESS AND THE ADEQUACY OF THEIR
IMPLEMENTATION;
