5-703. COLLABORATION OF DEPARTMENT OF BUDGET AND FISCAL PLANNING
REQUIRED.

THE DEPARTMENT OF BUDGET AND FISCAL PLANNING SHALL
COLLABORATE WITH THE DEPARTMENT OF STATE PLANNING IN PREPARING
THE CAPITAL PROGRAM.

former Art. 88C, § 6.

5-704. ORGANIZATION OF CAPITAL PROGRAM.

THE CAPITAL PROGRAM SHALL:

(1)  CLASSIFY PROJECTS ACCORDING TO THEIR NECESSITY
AND URGENCY;

(2)  RECOMMEND A TIME SEQUENCE FOR THE PROJECTS; AND

(3)  INCLUDE THE FOLLOWING INFORMATION ABOUT EACH
PROJECT:

(I)  THE CONTRACT PRICE OR AN ESTIMATE OF THE
COST OF ACQUISITION OR CONSTRUCTION;

(II)  AN ESTIMATE OF THE OPERATING AND
MAINTENANCE COSTS;

(III)  AN ESTIMATE OF REVENUES LIKELY TO BE
RECEIVED FROM THE PROJECT; AND

(IV)  EXISTING SOURCES OF FUNDS OR THE NEED FOR
ADDITIONAL SOURCES OF FUNDS FOR CONSTRUCTION, ACQUISITION, AND
OPERATION.

without substantive change from the fourth and fifth
sentences of former Art. 88C, § 6.

In items (3)(i) and (iv) of this section, references
to "acquisition" are added to fill an apparent gap in
the former law. This addition is called to the
attention of the General Assembly.

In item (2) of this section, "time sequence for the
projects" is substituted for the former reference to a
"time sequence for their construction", for clarity.
