4-310. IN GENERAL.

EXCEPT AS OTHERWISE SPECIFICALLY PROVIDED BY LAW, EACH USING
AGENCY SHALL PURCHASE ALL SUPPLIES THROUGH OR WITH THE APPROVAL
OF THE SECRETARY.

231G(a), except the second phrase of that subsection.

4-311. APPROVAL OF INVOICES BY SECRETARY.

AN INVOICE FOR SUPPLIES PURCHASED BY THE SECRETARY OR ANY
USING AGENCY MAY NOT BE PAID UNTIL THE INVOICE HAS BEEN APPROVED
BY THE SECRETARY OR A DESIGNEE OF THE SECRETARY.

REVISOR'S NOTE: This section formerly appeared as the first
sentence of Art. 41, § 231G(e).

4-312. STANDARDS.

CONSISTENT WITH DIVISION II OF THIS ARTICLE, THE SECRETARY
SHALL SET STANDARDS FOR SUPPLIES TO BE PURCHASED BY A USING
AGENCY.

without substantive change from former Art. 41, §
231G(b).

The word "set" is substituted for the former words
"determine and formulate" for clarity, brevity, and to
conform to similar provisions elsewhere in this title.
