3-402. PLANNING AND CONTROLLING INFORMATION PROCESSING;
INFORMATION PROCESSING MASTER PLANS.

(A)  RESPONSIBILITY FOR INFORMATION PROCESSING.

THE SECRETARY IS RESPONSIBLE FOR PLANNING AND CONTROLLING
INFORMATION PROCESSING IN UNITS OF THE EXECUTIVE BRANCH OF THE
STATE GOVERNMENT.

(B)  REVIEW AND APPROVAL OF MASTER PLANS.

THE SECRETARY SHALL REVIEW AND HAS APPROVAL AUTHORITY OVER
INFORMATION PROCESSING MASTER PLANS OF UNITS OF THE EXECUTIVE
BRANCH OF THE STATE GOVERNMENT.

(C)  CONSULTATION WITH STATE COMPTROLLER.

BEFORE CARRYING OUT THE POWERS AND DUTIES CONFERRED BY THIS
SECTION, THE SECRETARY SHALL CONSULT WITH THE COMPTROLLER.

REVISOR'S NOTE: This section is new language derived
without substantive change from the first sentence of
former Art. 15A, § 23B(a).

In subsections (a) and (b) of this section, the words
"units of the Executive Branch of the State
government" are substituted for the former words "the
several departments and agencies of the State
government", to clarify that the authority of the
Secretary does not extend to the Legislative Branch or
the Judicial Branch. See 61 Op. Att'y Gen. 241
(1976).

3-403. CONTINUOUS STUDIES.

THE SECRETARY SHALL CONTINUOUSLY STUDY THE INFORMATION
PROCESSING FUNCTION IN THE STATE GOVERNMENT TO IMPROVE THE
EFFICIENCY AND ECONOMY OF THAT FUNCTION.

REVISOR'S NOTE: This section formerly appeared as the
second sentence of Art. 15A, § 23B(a).

The word "government" is added for clarity.

The only other changes are in style.
