LAST APPEARS ON THE COLLECTOR'S TAX ROLL AS OWNER OF THE
PROPERTY. THAT PERSON SHALL BE CONSIDERED AND TREATED AS THE
OWNER OF THE PROPERTY FOR THE PURPOSES OF §§ 14-849 THROUGH
14-853 OF THIS SUBTITLE. IF, ON THE COLLECTOR'S TAX ROLL "IT
APPEARS THAT THE OWNER IS UNKNOWN, THEN THE PROPERTY' SHALL BE
PROCEEDED AGAINST AS BELONGING TO AN UNKNOWN OWNER AS PROVIDED IN
THIS SUBTITLE. ANY OTHER PERSON THAT HAS OR CLAIMS TO HAVE AN
INTEREST IN THE PROPERTY, SHALL BE INCLUDED AS A DEFENDANT BY THE
DESIGNATION "ALL PERSONS THAT HAVE OR CLAIM TO HAVE AN INTEREST
IN PROPERTY ..., (GIVING A DESCRIPTION OF THE PROPERTY IN
SUBSTANTIALLY THE SAME FORM AS THE DESCRIPTION WHICH APPEARS ON
THE COLLECTOR'S TAX ROLL)." THESE PERSONS SHALL BE SO DESIGNATED
THROUGHOUT THE PROCEEDINGS BY THE ABOVE CLASSIFICATION AND THESE
PERSONS SHALL BE DEEMED TO BE DEFENDANTS IN THE PROCEEDING AS IF
THE PERSONS WERE PERSONALLY NAMED IN THE PETITION.

14-852. SAME -- NOTICE.

NOTICE AND SUMMONS MAY BE SERVED OR NOTICE GIVEN EXCLUSIVELY
BY PUBLICATION. THE ORDER OF PUBLICATION SHALL BE IN
SUBSTANTIALLY THE SAME FORM AS PROVIDED IN THIS SUBTITLE AND AS
MANY PROPERTIES AS ARE DEEMED PRACTICABLE BY BALTIMORE CITY MAY
BE INCLUDED IN THE SAME ORDER OF PUBLICATION. PUBLICATION OF THE
NOTICE SHALL BE SUFFICIENT SERVICE ON ALL PERSONS THAT HAVE OR
CLAIM TO HAVE AN INTEREST IN THE PROPERTY AND IS OF SAME FORCE
AND EFFECT AS IF THE PERSONS WERE PERSONALLY SERVED AND THE
PERSONS ARE REQUIRED TO TAKE NOTICE OF THE PROCEEDINGS AND OF ANY
AND ALL STEPS UNDER THE PROCEEDINGS.

14-853. SAME -- JUDGMENT.

WHEN, IN ANY ACTION TO FORECLOSE THE RIGHT OF REDEMPTION
BROUGHT BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, UNDER §§
14-849 THROUGH 14-853 OF THIS SUBTITLE THE COURT ISSUES A
JUDGMENT THAT FORECLOSES ALL RIGHTS OF REDEMPTION IN THE
PROPERTY, THE COURT, IN ITS JUDGMENT, SHALL DIRECT THE COLLECTOR
TO PREPARE AND EXECUTE A DEED CONVEYING TITLE TO THE PROPERTY TO
THE MAYOR AND CITY COUNCIL OF BALTIMORE. ON THE EXECUTION OF THE
