1/ The two bills also differ in less significant respects.
First, their titles are not identical, although both are
constitutionally sufficient. Second, page 2, line 19 of the
Senate Bill refers to compelling a person to "produce
documents", while page 5, line 25 of the House Bill uses the
words "produce any document". Third, House Bill 10 is an
emergency bill, while the Senate Bill takes effect June 1,
1985. In the past, we have not deemed the date a bill
becomes effective as opposed to the time it is "finally
enacted", or signed by the Governor, to be a significant
factor in determining whether bills are inconsistent under
Article 1, § 17 of the Maryland Code. See 58 Opinions of
the Attorney General 609, 614 (1973).
