SECTION 2. AND BE IT FURTHER ENACTED, That the Board of
County Commissioners of Dorchester County shall make an
appropriation to provide for the publication of this Code and the
Board may provide for its sale and distribution.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1465.
This Bill would require the Governor to establish a
Committee on Day Care Facilities and Services and provides for a
certain membership to the Committee. This interagency committee
would be responsible for reviewing existing licensing,
registration, and certification activities of public agencies as
they relate to day care facilities and services. It is required
to issue a final report containing possible recommendations on
December 1, 1985.
While I concur with the sponsor's interest in examining and
improving current licensing procedures for day care facilities
and services, as stated in my letter to the Honorable Norman R.
Stone, Jr., dated April 2, 1985, I nonetheless have two major
objections to the bill.
First, the membership of the proposed committee should be
expanded to include representation of local agencies with day
care licensing responsibilities, as suggested by the Senate
Economic and Environmental Affairs Committee in a letter to me
dated March 25, 1985; the Director of the Office for Children and
Youth; and a representative of the Department of Budget and
Fiscal Planning, which recently conducted a study of this subject
matter. Second, I am concerned that the prescribed date for
issuance of the final report by the Committee will not permit
sufficient time to fully examine this subject.
Therefore, notwithstanding my veto of this bill today, I
intend to appoint a Task Force before July 31, 1985 to carry out
