Preamble

WHEREAS, Maryland is blessed with a diversity of resources
to conduct international trade including the Port of Baltimore, a
major international airport, efficient highway networks, diverse
manufacturing, service, and agricultural sectors and proximity to
Washington, D.C.;

WHEREAS, Increased international trade can reasonably be
expected to produce more jobs, greater wealth, and an improved
quality of life for the citizens of this State;

WHEREAS, Participation in international trade facilitates
political cooperation among nations, cultural enrichment, and
educational and technological advancement; and

WHEREAS, By Senate Joint Resolution 30 and House Joint
Resolution 47 of the 1983 Session, the General Assembly
requested, and the Governor appointed, a World Trade Efforts
Commission to study the means to develop a State and private
cooperative effort to improve world trade efforts in Maryland;

WHEREAS, During the 1984 interim, the Joint Committee on
Federal Relations of the General Assembly examined the State's
role in export trade;

WHEREAS, The Governor requested the Secretaries of Economic
and Community Development, Agriculture, and Transportation to
comprehensively review existing State programs and coordinating
mechanisms and to make recommendations for improvement designed
to make Maryland a leader among the States in the development of
international trade;

WHEREAS, The World Trade Efforts Commission, the Joint
Committee on Federal Relations, and the Executive Branch agencies
have recommended the establishment of a State Trade Policy
Council and the creation of an Office of International Trade
within the Department of Economic and Community Development to
focus State policy decision making and technical assistance in
the area of international trade;

WHEREAS, The Governor has issued an Executive Order to
promote coordinated decision making within the Departments of
Economic and Community Development, Transportation, and
