Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 575.
This bill improves economic development efforts in the area
of international trade by establishing a State Trade Policy
Council to provide advice to the Governor and General Assembly on
Maryland's role in international trade and creating an Office of
International Trade within the Department of Economic and
Community Development.
House Bill 1327, which was passed by the General Assembly
and signed by me on May 21, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 575.

AN ACT concerning
Economic Development - International Trade
FOR the purpose of improving economic development efforts in the
area of international trade by establishing a State Trade
Policy Council to provide advice to the Governor and General
Assembly on Maryland's role in international trade and
creating an Office of International Trade within the
Department of Economic and Community Development; providing
that the Trade Policy Council shall consist of a certain
membership, with certain terms and duties; providing that
the Trade Policy Council shall not be subject to certain
laws; providing a certain termination date for the existence
of the Trade Policy Council; establishing certain powers and
duties of the Office on International Trade; providing for
the funding and personnel of the Office; imposing certain
reporting requirements; and generally relating to the
implementation of a comprehensive State international trade
program.
BY repealing and reenacting, with amendments,
Article 41 - Governor - Executive and Administrative
Departments
