JOINT RESOLUTIONS
(7) (5) Set out any plans, policies, regulations, and
other measures that the State will implement under the plan,
including the establishment of best management practices for
activities that may contaminate underground drinking water
sources;
(8) Suggest an alternative drinking water supply if
an underground source of drinking water is contaminated so as to
adversely affect public health;
(9) (6) Coordinate State efforts in groundwater
protection with federal efforts;
(7) In developing the groundwater protection
strategy, give consideration to a comprehensive monitoring
program; and be it further
(10) Subject to available funds, develop a
comprehensive monitoring program to include periodic, systematic
groundwater sampling and testing for contaminants of ambient
groundwater, groundwater at the points of suspected
contamination, and groundwater at the point of use;
(11) Assess present initiatives and develop
strategies specifically to prevent and address contamination of
groundwater from:
(i) Underground petroleum, chemical, and
hazardous waster storage tanks;
(ii) Landfills and hazardous waste sites;
(iii) Saltwater intrusion;
(iv) Nitrates, herbicides, and pesticides; and
(v) Septic tanks;
(12) Identify areas where consumptive use of
groundwater is lowering aquifers and causing the potential for
saltwater intrusion and loss of readily available water supply
and develop strategies to prevent these problems;
(13) Develop a comprehensive water conservation
strategy; and
(14) Adopt plans for pollution abatement or to
improve groundwater quality if prevailing conditions fail to meet
drinking water standards; and be it further
RESOLVED, That:
(1) By July 1, 1986, the Department begin to
implement the monitoring and testing program required under item
(10) of the second clause of this Resolution;
