(3) To have the Department of Health and Mental

Hygiene establish an Interagency Coordinating Council for

Groundwater Protection to consist of representatives of the
Department of Health and Mental Hygiene, the Department of

Natural Resources, the Department of Agriculture, other

representatives of State agencies that may be involved in
groundwater issues, and 1 citizen member nominated by the State
Water Quality Advisory Committee; and be it further

RESOLVED, That the Council meet regularly and Department of
Health and Mental Hygiene, in cooperation with the Department of
Natural Resources and the Department of Agriculture:

(1)  Develop a comprehensive groundwater protection
strategy for the State to include specific measures to protect
the quality and quantity of groundwater and give consideration to
contamination of groundwater from:

(i) Underground petroleum, chemical, and

hazardous waste storage tanks;

(ii) Landfills and hazardous waste sites;

(iii) Acid mine drainage;

(iv) Saltwater intrusion;

(v) Nitrates, herbicides, and pesticides; and

(vi) Septic tanks;

(2)  Develop a plan for an integrated and coordinated
approach to the protection of groundwater quality and quantity
under existing legislation and programs;

(3)  Make recommendations for any new legislation,
policies, regulatory approaches, or coordination needed for
implementation of an effective groundwater protection and supply
strategy;

(4)  In developing the groundwater protection
strategy, devise a plan to protect underground sources of
drinking water from contamination that may adversely affect the
health of people;

(5) Identify each underground source of drinking
water in the State and perform an assessment that describes, for
each source, the quality and quantity of water which the source
contains, the source's flow patterns and critical recharge zones,
and the source's known and potential sources of contamination;

(6) Describe for each underground source of drinking
water identified under item (5) of this clause the location and
types of human development that affect the source and the types

of development which can occur without resulting in the

degradation of the sources;
